Rare bladder cancer

My dad 66 years old had a surgery in middle of July as a treatment of his bladder cancer Due to the delay of recovery of the cut, he was only able to accept chemotherapy about 7 weeks later. But then his kidney was found not to be able to function properly and the cystogram showed the tube between kidney and bladder was blocked by grown tissue. He accepted cystectomy so he had to wait for 4 weeks to accept radiotherapy. One week later, the tube between kidney and bladder was blocked again. The cancer cell grows so fast! The doctor had another surgery (ostomy) and decided to give chemotherapy as soon as his kidney works properly. I have no idea whether chemotherapy will be effective in such type of cancer. Does anybody know such kind of situation and give me a clue?
